  • SAFETY OF NAVIGATION

    Chapter V, Safety of Navigation, of the International Convention on Safety of Life at Sea (SOLAS V) has been completely revised. The new Regulations come into force on 1 July 2002 and are implemented under UK legislation by the Merchant Shipping (Safety of Navigation) Regulations (2002)

    This publication has been prepared to help ship-owners, masters, crews and industry to understand and comply with the new Regulations and offers practical guidance on how they should be implemented.

    The publication contains the full IMO text of each Regulation. Following the text of each regulation is a brief summary and explanatory Guidance Notes relating to the Regulation or part of the Regulation.

    Certain Regulations are addressed to Contracting Governments being the IMO member States which have ratified the Convention.  They also refer to Administrations, which are the statutory bodies of those member States responsible for enforcing the Regulations. In the UK the role of the Administration is taken by the Maritime and Coastguard Agency.

    Other Regulations are primarily addressed to ship owners. These in the main cover procedures, structure and layout of the bridge and navigational equipment.

    Other Regulations address the responsibilities of ships’ masters and crew.

    Some Regulations refer to IMO Performance Standards or IMO Resolutions.  These Performance Standards and Resolutions should be considered to be part of the Regulations.

    It is important that all those involved fully understand the revised Chapter V and the associated documents and recognise their own specific responsibilities under each Regulation.

    Application

    The Regulations apply to all United Kingdom ships and all ships flying the flag of a Contracting State wherever they may be and to all ships, whether flying the flag of a Contracting State or not, when in United Kingdom waters.

    On coming into force, a number of Statutory Instruments are repealed, revoked or modified.  A full table is given at Annex 1.
