RECOMMENDATIONS ON 9 METRE LINE

SOLAS Regulation 23, Pilot Transfer Arrangements sect. 3 requires alternative Pilot transfer arrangements to a standard pilot ladder when the distance from sea level to the point of access or egress from the ship exceeds 9.0m. Experience has shown that a problem often exists in establishing whether or not the distance is in excess of 9.0metres.

At present there is no visible means whereby the Pilot can readily and easily check this distance. The Pilot is therefore relying on information from the vessel. Unfortunately this is occasionally unreliable, as some masters are unwilling to comply with the rules, especially if there is a likelihood of the vessel being delayed.

It was decided that the proposal of a "Pilot Line" should be forwarded to the European Ship Owners and Pilot Authorities.

In order to improve the safety requirements, we require that a "Pilot Line" be painted on the side of the vessel. It should be square, divided horizontally, the upper half white and the lower part red. The horizontal division between white and red should be positioned so that it is exactly 9 metres below the point of access or egress. This will indicate that if the red area is visible the distance from sea level to the point of access or egress would be more than 9 metres. Access/egress to or from the ship must then be by means of an accommodation ladder or other equally safe and convenient means. Should the red area not be visible the distance from sea level to the point of access/egress would be less than 9 metres and a properly constructed pilot ladder would be suitable.
